关于兰州市有奖发票试点活动的公告

16px;">为深入贯彻落实国家有奖发票试点工作部署要求，进一步激发市场活力、提振全民消费信心，兰州市自2026年2月13日至7月31日开展有奖发票试点活动。活动期间，个人消费者在试点行业消费后，取得符合条件的数字化电子发票（以下简称：数电发票），即可参与抽奖，最高可赢取 800 元现金红包。现将活动有关事项公告如下：</span></span></p><p style="text-indent: 16px;">（一）参与主体</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">在试点行业购买商品和服务，且取得数电发票的个人消费者。</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（二）试点行业</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">兰州市零售、餐饮、住宿、文化艺术、娱乐、旅游、体育、居民服务业等行业经营主体。</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（三）发票要求</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">1.发票种类：兰州市内开具、发票号码以2662开头的数电发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">2.发票金额：单张发票金额100元及以上；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">3.发票抬头：填写个人真实姓名，且须与“小兰有礼” 平台实名认证姓名保持一致；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">4.开票时间：2026年2月13日至7月31日之间；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">5.开票方：在兰州市依法注册并完成税务登记的企业或个体工商户。</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">6.具有以下情形之一的发票不参与开奖活动：</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（1）未填写个人真实姓名的普通发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（2）不符合活动覆盖行业领域要求的发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（3）已作废或红冲的发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（4）票面有“收购”字样的发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（5）税务机关代开的发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（6）非正常户、注销户开具的发票；</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（7）其他不符合国家法律法规规定以及活动规则的发票。</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">二、奖项设置按照“小奖高频+大奖引流”原则，设置每日“马上有礼”、每周“一马当先”奖项，中奖机会多、覆盖面广。</span></span></p><p style="text-indent: 2.1176em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: border-box;line-height: 2em;"><span leaf=""><span textstyle="" style="font-size: 16px;">（一）每日“马上有礼”奖个人消费者取得单张100元及以上的数电发票，可参与“马上有礼”即时开奖活动。奖项包含1.11元、5.20元、8.88元、12.88元、18.88元、26.66元、52.00元、66.66元、88.88元、99.99元等10个档位。每张符合条件的数电发票可参与一次抽奖，每位个人消费者每日最多可抽奖3次。</span></span></p><p 16px;">（二）每周“一马当先”奖个人消费者取得单张1000元及以上数电发票,可自主选择参加每日“马上有礼”即时开奖活动或每周“一马当先”抽奖活动。每周“一马当先”抽奖活动定于每周日20:00定时开奖，中奖结果通过活动平台消息推送通知。每位个人消费者每周仅可参加1次“一马当先”抽奖活动。具体奖项设置如下：</span></span></p><p style="text-indent: 16px;">（二）凡正常经营且可开具符合条件数电发票的商户均可参与本次活动。商户需依法依规开具发票，若有拒绝开具发票、开具虚假发票等情况，个人消费者可以向纳税缴费服务热线进行投诉举报。</span></span></p><p style="text-indent: 2em;margin: 16px 0px;white-space: normal;padding: 0px;box-sizing: 16px;">（三）本次活动严禁以不正当手段套取利益，坚决打击恶意红冲发票套利等行为。对于发现上述异常情况，一经查实，立即取消参与活动资格，并追回奖金，将相关失信行为记入信用记录，情节严重的将依法交由相关部门处理并追究责任。</span></span></p><p style="text-indent: 2em;margin: 16px 0px;white-space:
